Sharon Menghini, pictured below, quit the council and pocketed the golden handshake after Stoke-on-Trent City Council revealed plans to merge her role in charge of children's services. ​PAY-OUT Sharon Menghini. PAY-OFF: Sharon Menghini. The pay-out, combined with £151,515 in salary and expenses and £22,953 in pension contributions, took Dr Menghini's total pay packet for 2011/12 to £348,218. It comes as the authority oversees cuts of £24 million across the city, following £35.6 million savings last year, with children's services facing a £3.5 million overspend. Dr Menghini's payout made her the city's most expensive officer last year – even topping the £223,203 in salary, expenses and pension payments claimed by chief executive John van de Laarschot. She oversaw cuts of £9.5 million in 2011/12 and £5.1 million for the current financial year, including botched plans to shut seven children's centres which instead saw all 16 centres hit with major cutbacks. Dr Menghini is now running her own consultancy firm, 'Sharon Menghini Education & Children Services Consultancy', and lists "implementing budget cuts" among her expertise. Independent councillor Dave Conway was responsible for examining the cutbacks in his role as chairman of the children's services scrutiny committee. He said: "Along with the protesters, we fought tooth and nail to reduce the cuts to children's centres. "We were told every penny had to be saved. "Now we find she has walked away with this astronomical amount. "It is the sort of money that most people can only dream of." The council axed Dr Menghini's post after she quit, and pooled the management of children's services and adult social care in April. Tony Oakman is now in charge of a merged 'People' directorate, although Eleanor Brazil has been appointed as an interim director of children's services. And Mr van de Laarschot has also now hired assistant chief executive Charlie Stewart on £132,000-a-year. Cuts to children's centres this year include in-house teachers losing their jobs and £1 charges introduced for previously free sessions like baby massage groups. Mother-of-two Emma Boote, aged 35, of Norton, a member of the Save Our Children's Centres group, said: "We know Sharon would have fought for children's services whereas we don't know where we stand with the new director. "But this is a huge amount of money to be given just for walking away and surely it could have been spent on stopping the city becoming more and more deprived." Matthew Sinclair, chief executive of the TaxPayers' Alliance, said: "Golden goodbyes on this scale completely undermine the savings councils are having to find. "When the council has doled out such a vast sum to Dr Menghini merely for quitting her job, taxpayers have every right to feel utterly cheated." The council said the changes to the People directorate will be completed within a year. Mr Stewart, said: "The post of director of children and young people's services has been deleted and we expect the transitional arrangements to be completed in the next 12 months, which will also save a director-level salary."

Fears that fresh Stoke-on-Trent City Council cuts could wipe out services LEISURE centres, libraries and other popular council-run facilities could be axed by the end of the decade – and budget cuts are set to continue for another eight years. Dire financial forecasts being used by Stoke-on-Trent City Council's finance chiefs indicate that the soaring cost of legal duties such as adult care, combined with continued Government funding cuts, will all but wipe out cherished community services. The authority is making cuts of £24 million this year, following savings of £35.6 million in 2011/12, which have seen 1,000 redundancies and sweeping cuts to services. Now, officers are drawing up plans for another round of budget cuts – even though they will not find out how much more Government funding they will lose next year until December. The Local Government Association (LGA) expects budget cuts to continue until 2020 and predicts a £16.5 billion funding shortfall will open up between the amount of money available to councils to provide services and the predicted cost of maintaining them at current levels. Its "conservative estimates" even include increased income from annual council tax hikes of two per cent from 2013. Peter Bates, the authority's assistant director of finance, told councillors the authority was pulling together "in a time of crisis". He said: "We have been working on the next budget almost ever since the budget was set in February. "Unfortunately, we still do not know what resources we will have through central Government and won't get that specification until December or January. What we are getting from the LGA is bleak. It is indicating that austerity measures will continue well beyond the next general election." Mr Bates echoed the LGA's warning that services may face radical change, telling councillors: "Given the flow of change for the public sector, it is an opportune time that dialogue is opened up more fully with residents about the range of services a local authority can provide in future. "It will be really difficult to balance the needs of local people and what we are able to provide. It's quite a complex landscape that elected members are going to have." The LGA, which represents 373 councils in England and Wales, is calling for urgent reforms to social care funding to avert the crisis. Clive Rushton, below, branch secretary for Unison Stoke-on-Trent, said: "Anybody in local Government across the whole of Britain is waiting and does not expect things to get better. I can't remember a budget in recent years where the amount they were going to spend went up. "There is more pain to come before things get better. "My worry is that it will impact on the services that the people of Stoke-on-Trent are going to get. The bottom line is that services cost money. "We usually meet at the end of October to start consultation on the budget. My understanding is that officers are still working desperately on trying to put a budget together. "I wouldn't like to have their job. If cuts are going to come, as we all expect, we are reaching the point where there is no meat left to trim. We are cutting into the bone." LGA chairman Sir Merrick Cockell said: "By the end of the decade, councils may be forced to wind down some of the most popular services they provide unless urgent action is taken to address the crisis in adult social care funding."

CONCERNS have been raised over the monitoring of CCTV cameras which have been installed in school toilets and changing rooms. It comes after a report published by Big Brother Watch found more than 100,000 surveillance cameras are now monitoring secondary school pupils across Britain. ​CONTROVERSIAL: Some school changing rooms are being monitored by cameras. These include Madeley High, Painsley Catholic College in Cheadle, Ormiston Sir Stanley Matthews Academy in Blurton, Thistley Hough High in Penkhull, King Edward VI High, in Stafford, and Alleyne's High in Stone. The Sentinel approached all schools but they declined to comment. Staffordshire County Councillor Frank Chapman said he was wary of the use of cameras in schools. The Conservative councillor, below, whose ward includes Madeley High School, said: "If there's the case for them with regards to safety, then I can understand why they are being used. "My concern is that use of it is properly monitored." It is understood that the cameras are positioned to show the comings and goings to the toilet and changing room areas, rather than individual cubicles. The Department for Education said the use of CCTV was down to individual headteachers. A total of 825 cameras were located in the toilets or changing rooms of 207 schools across England, Scotland and Wales, according to the figures provided by more than 2,000 schools to Big Brother Watch. Peter Marenghi, a security officer from Greenway Avenue, Stone, believes it is an infringement for cameras to go up in the toilet areas. Both his sons Andrew, aged 22, and James, aged 25, used Alleyne's High for its sporting facilities when they were teens. The 53-year-old said: "I hope that this 'Big Brother is watching you' syndrome hasn't gone too far because people can get paranoid. "I work in the security industry and we rely quite heavily on CCTV so I can understand that it does have its benefits and there can be a real need for it. "I accept that a lot of bullying may take place in these key areas like changing rooms and toilets but the methods of security have to be appropriate." Alisha Wood, who has two children at Thistley Hough, defended the use of CCTV. The 43-year-old from Penkhull said: "The cameras in the toilets aren't intrusive at all. They focus on the sinks and help the school monitor who's been in there, in case there's behavioural problems or vandalism. "It doesn't concern me as a parent because I know they don't overlook the cubicles." A spokesman for Big Brother Watch said: "This report highlights an issue that has not been subject to any real public debate and we hope by highlighting the scale of the situation a proper debate can now take place."
